Blue Wave builds governed public-interest applications across human and living systems. Every application is presented in one of two states: Coming Online or Live. Detailed development, review, safety, evidence, and governance work continues behind those simple public labels.

Public status

Two states. No artificial hierarchy.

Application availability should be immediately understandable. Internal work may involve design, sponsorship, research, professional review, testing, security, privacy, governance, deployment, or maintenance. Those are important operating details, but they are not separate public status categories.

Coming Online

The application is being developed, reviewed, governed, tested, partnered, or prepared for public use. It is not yet represented as a live service.

Live

The application is publicly usable now through its governed Blue Wave service route.

Status discipline: Coming Online does not mean Live. Detailed readiness work can progress substantially behind the Coming Online status without creating another public maturity tier. Blue Wave changes an application to Live only when the public can actually use it.

Humans applications address practical problems involving health, safety, communication, work, trust, navigation, and access. Blue Wave states availability separately from the detailed evidence, professional review, privacy, safety, and governance requirements that apply to each application.

  • Organizes official Veterans Affairs Canada and CAF pathways around the person rather than the bureaucracy.
  • Supports navigation across transition, health, income, employment, education, housing, family, caregiving, disability, and appeals.
  • Uses governed sequencing, official-source links, crisis escalation, and a printable Veteran Action Pack.
  • Does not require a name, service number, diagnosis, medical record, or VAC claim file and does not determine eligibility.

  • Tracks evidence quality, replication, limitations, and open questions.

Biotics application boundary: Coming Online does not mean deployed, validated, certified, regulated, or guaranteed. These tools are not emergency, veterinary, medical, agronomic, regulatory, certification, inspection, enforcement, Indigenous consultation, hunting, fishing, trapping, food-safety, or investment services. An application becomes Live only when its governed public service is actually available.

Application governance

Simple status. Serious operating standards.

Public status stays binary, but the work behind an application does not become simplistic. Blue Wave still requires appropriate purpose, evidence, governance, ownership, safety, privacy, maintenance, and human authority before an application is represented as Live.

Purpose

The application addresses a defined public-interest problem for an identifiable user or community.

Evidence

Sources, assumptions, uncertainty, professional review, and provenance fit the domain.

Governance

Privacy, safety, consent, law, authority, escalation, and operating boundaries are explicit.

Maintenance

A responsible owner can keep the application, its sources, and its public claims current.

Public rule: readiness gates are governance requirements, not public rank. Applications do not become more important because they launch first, receive sponsorship earlier, or belong to a particular portfolio. They are Coming Online until they are usable, and Live once they are.

Blue Wave applications turn difficult civic and living-systems problems into clearer structure, stronger human agency, practical tools, and responsible public action. Applications come online progressively. Once Live, they stand alongside the rest of the application portfolio on equal footing.
